Villager Trouble

I have Tangy in the campsite for the 3rd time WHILE Kiki is moving in. Is that why the option to have Tangy move in isn't there?

If Kiki is the 10th villager moving in, then yes that's why.

Or if you just asked Kiki to move in as 9th villager and saw Tangy in campsite, then it will still stop you from moving Tangy in. Ik strange rules
