idk i had ankha move out but then i timetravled back a day and she was still there
i didnt stop her though since she was for a trade
maybe you can tt like a week back and she wont be packing??

If you TT two days forward and then two days back someone will ask to move out and you can keep doing it until the villager you want asks. Could take awhile but it works.
