Villager plot question

[Paradise]

I just got my 3 plots from tom nook to build the 3 new villager plots (early gameplay)
How do I build them and then get villagers I choose to move into them? (Nook mile island villagers)
Should I build 1, then visit some islands to try and find a villager to recruit into that plot?
If I remember correctly the first time around in my first town, I remember placing a plot and it immediately said “sold”
How can I control this?

You should visit the islands first, invite 3 villagers you like, then build and complete them. Otherwise, you'll get random move ins
