A picture collector.
Well, you have to be nice to the villagers and get what they ask for. When they ask for furniture, give them a rare piece. When they ask for ocean or river fish, get a fish with a saying before the name of the fish. (ex. OH MY GOSH! I caught a stringfish!) Also, send them a lot of letters with good words and a good present that would fit their personality and/or house. That's all I could offer now! Hope it helped! It got a lot of pictures for me, and it might get a lot for you as well! 
I really want more villager pictures but I'm so lazy to do errands for them lol. Seriously? You're standing right next to a fruit tree.
Usually when they ask for specific types of fish, I never get it for them. But I gave Marshal a whale shark when he asked for ocean fish and I got his picture. I got Maple and Genji's picture after delivering stuff to them. Now Marshal just gives me his pics for stupid things... I have maybe 5 pics of him already lol.

Once I started spending more time to talk to all villagers I got more project suggestions and requests for help. Eventually, after about 14 days, the pictures started coming in. Right now I have 3, with a 4th one on the way. Talk 3-4 times before running to the next. Try to avoid the "thinking mode" they enter when you talk to much to them. I can't prove it but I assume it has a negative effect.
They'll first start by requesting simple bugs or fish, than some signatures and replacement furniture for their house. When they start requesting rare types of fish or bugs you'll get close to a picture. Catching that fish or bug doesn't guarantee a picture though. I got a picture for finding 6 signatures, and a picture for giving a 1x1 furniture piece for their house.
Concerning those "tier lists" on obtaining pictures, I'm not buying those. I got pictures after a villager only send me a letter once and after suggesting to move out twice, which I turned down. Those tiers also give you a false understanding of things because befriended villagers will always come to you with new nickname suggestions, catchphrase requests, offering items to buy or ask you to find something for their home. Them moving out gives no indication whatsoever on how high they stand on your friendship ladder. It's just a game process to make room in your villager and if you keep turning down the request it'll eventually reach a villager you want to move out, regardless of your friendship with them.

This is the final stage of your friendship. The main obstacle to reaching this step is the "moving out" prompt. Villagers will try to leave your town before your friendship level qualifies for a picture. You can get pics from villagers by doing a "finisher favor" for them, and they'll hand you the photo when you complete the task. The other way is to let them leave and they'll attach a photo of themselves in their farewell letter.
I think i've posted like 20 times my method of getting pics, i have got 8 in a normal way and bought a few..
Always give them a perfect foreign fruit when they want fruit
Always give them customised furniture, and look on the birthday guide http://www.thonky.com/animal-crossing-new-leaf/villager-birthdays/ to see what furniture they like, or give them something thats fits their house
Give them gold stags if they want a bug..
Sharks if they want fish..
I usually do about 10 errands over the space of a few weeks
on the next errand, save before you hand over the gift, if they dont give you the pic, reset and try again, if they dont give you the pic within about 10 attempts, give up and do some more errands
Shout their name into the microphone to test for postitive friendship
If they send you letters daily without you sending them one, thats a good sign
if they come into your house interrupted
if their dialogue changes when they give you a gift, for instance freya used to say when she gave me something "i know we're not the very best of friends but can't i gift you?" this changed when she was close to handing her picture out..
