Villager moving out trick with other character?

What is that trick? From what I hear you make a second character and talk to every villager once and then they can ping to move? If someone could explain it that'd be wonderful D:

I think you mean the trick where you make a new character/file, introduce yourself to them and ignore them for a week?
The one I'm talking about is that you talk to the villager you want to move out once (to introduce yourself) then ignore them for 7 days. By the end of those days, they will ping to move (this also means that you have to talk to the villagers you want to keep more than once, and you must go on that file for each of the 7 days)
