So if I had Maple's card, I can use it to move her in, right? What happens if she moves out by accident? Can I move her back in via the same card or is that card "used up?" Does the same thing happen with the Sanrio cards and the new welcome amiibo cards?

Yes, you can use all amiibo cards to infinitely move villagers back in when they move out.

The cards seem to ignore the 16 villager cycle, so you can continue to move them back in. I'm not sure if their friendship levels/changes stay, though. That bit seems unlikely.

Yeah that's true. I haven't seen it happen yet either thankfully. Just curious if someone can do this with the Sanrio or new villager cards cause that would be awesome to help others. xD
I think I read somewhere that the Sanrio villagers cannot be adopted when they're moving out of their original town.
That was on the main ACNLWA thread a few days ago.

It's been confirmed that the Sanrio villagers can only move into your town if you scan their card. Even if you move them in and kick them into boxes, nobody can adopt them
Doesn't apply to the welcome amiibo cards though
And I have spotted some people on the VTP scanning the same villager card repeatedly, but they've done it as a giveaway
