I'm not posting this because it's the ultimate way to get rid of unwanted villagers. I'm only sharing my experience on their announcements on moving out of my town.
In 4 days my 3rd disliked villager will move-out after I've been ignoring it. I've been doing this to the other disliked villagers since the start of the game, with some accidental discussions while slapping them with a bug net. To undo these I made a 2nd villager to only introduce itself so they wouldn't be placed on my friend list.
I've been annoying these villagers by not-talking, ignoring their pings, pushing them in a total of 3-4 pitfalls, and slapping them many times with a bug net and lately with the toy hammer. I don't mean to say it always works, but this is my experience. Perhaps it'll also work for you.
Befriending also seems to work. A few days ago a beloved villager (who moved-in from another town) announced leaving, but eventually I prevented that from happening. Some days later this 3rd villager started pinging me and the rumour began of it moving out.
