Villager in boxes won’t ask to move in?

I used an amiibo to put Flora in boxes today and had my sister visit my island so she could invite her to hers. However no matter how many times she talks to her she won’t ask to move in. Also my sister has the plots down for the three villagers needed to move in before getting Residence Services. Are you not able to get villagers from other islands to move into those plots?

Nvm, it's the first three you stated. I believe those can only be through island tickets or random move in.

it might be too early in her game. after her resident services are updgraded and she can put down plots for villagers 6-10, I believe that is the point she can invite from other towns

Yeah, I don't think you can take villagers from other people's islands until the campsite is built and you place your last 7-10 plots, unfortunately!
