Villager in boxes question!

Hello everyone, I have a question!
When a villager is moving in and is still in boxes, are you able to trade him/her, or is it only when they are moving out?

When they are in boxes, someone with less than 10 villagers can go into the villager's house and convince the moving animal to move to their town!
