Very confused about moving!

So, I am the player who tt, like I literally play the game by tt'ing all the time. That's how I enjoy it.
So, due my tt'ing I've learned how it affect villagers etc. and moving. I use tt a lot at this moment because i still don't have all my dream villagers so I tt villagers out and in. What I've learnt is that there are entering-persion and leaving-period. 8 villagers mean I am in the entering-period and no one moves out. Leavin-period means someone is going to move out because I have 9 or 10 villagers.

But still two things happened. Punchy asked to move when I was at 8 villagers (With no plot set up) and Ankha also asked to move when I had 8 villagers (Including a plot set up). I am very cinfused, is this actually common? Cause this makes everything much more riskable... D:
 
It's a bit common I think? After a family member left their game unattended for a while, three villagers moved out leaving the town at 7.
 
That's weird, 'cause all guides and stuff always says it is not possible and both Ounchy and Ankha pinged me when I was just tt'ing cause like, I didn't think any would move out it's a miracle I walked past both of them. It makes it a bit scaries to tt :/
 
It's not hugely common from the TTing I've done, and only seems to happen with day-by-day TTing. Every time I've had that happen a 9th villager has moved in (if plot resetting there was a day of 100% plots) before the 8th left.
