How do you upgrade you fishing rod?

I got a Silver Rod the day when Nook opened Nook n' Go ^_^
So it's not necessarily Nookway.

The Gold Rod is obtained when you catch all the fish. I believe you have to have the fish section of the museum filled for Tortimer to visit your house and give you the rod.

No the Museum has nothing to do with the gold rod when you catch one of every fish you get it.
