Unlocking Opposite Gender Haircuts?

I'm a little annoyed at the moment. I had the urge to play Animal Crossing again, so I booted up my copy of City Folk and started a new town. I thought it would be cute to put a female hairstyle on my male character, so I looked up how to do it and was little bummed to learn I would have to get every single one of the 12 male haircuts first before I could unlock them.

But I persevered. I earned the 36,000 bells to cover the cost and rushed over to the hair salon. Then I realized I could only get a single haircut per day; and I certainly wasn't about to wait 12 more days to get the haircut I actually wanted. So I spent the last couple days just going to the salon, getting my hair cut, then immediately saving to quit back to the main menu in order to change the time to the next day and repeat the process. It was extremely tedious, but I thought it would at least be worth it in the end.

But no, for whatever reason Harriet still won't give my character the option to get a female haircut. I have no idea what I've done wrong here. I did this very meticulously with a guide open the entire time to make sure I didn't mess up. I know beyond a shadow of a doubt that I didn't miss a single hairstyle. The only thing I haven't done here is have my character get a haircut in every single color; and I haven't gotten a Mii mask. But I didn't see these things listed as a requirement on any of the guides I looked up.

Did I really do something wrong here or is my game just glitched?

EDIT: Nevermind. I just needed to get a Mii Mask first.

I've read that you have to get your hair done at least 16 times, but I don't know if it's true.
