I've made three snowfolk so far. Only one was perfect. But now, if I try to make one, the snowballs won't stack at all, they just bounce off each other. What's going on?
Unable to make any new Snowfolk.

The only things nearby are other Snowmen, and I've built them that close before. 
This is the little space I got. There's that one, one to the left, and one in front of the pictured one. If I try to build anywhere else, it just doesn't work.

I had the same problem yesterday. It turned out I had placed the lower snowball too close to a nearby fence, which would cause them to just roll into each other and/or break. I rolled it a little bit away from the fence and it put itself together fine!

Yeah, they only spawn on clear, unedited ground.
I might try to clear the ground a bit to see if it works.
In my case, my snowballs have been spawning in small areas without much room at all. If you have any small cliffs in your town that are used just for decoration or aesthetics, check on top of them.

Weirdly enough, turns out I couldnt build a Snowfolk because of a pile of green leaves.... despite the fact that the leaves weren't near the snowmen. That was because I couldn't built the one on the bottom left as close to the top left as I had the bottom right to the top right... for whatever reason.
*Shrugs* Least I got a Frozen Partition out of it.
