^ Apparently the easiest way is to introduce yourself to the villager, and not talk to them again for about a week. then, they'll run up to you and be all 'i wanna mooooveeeee'
Yup,that's the most effective way. Haven't seen this used with time traveling, but I'm guessing if you just tt'ed a week forward it would work the same way.

I talked to Vladimir the - in my opinion - hideous pink man-bear once and he decided to move in. Riiiight next to where I was gonna place my cafe. Brilliant.
I'm really trying to tell you it's completely random when a villager asks to move out.
All of my older villagers have asked at some point. I believe you at least have to have a villager for a few weeks before they can ask, though.
In mine and two of my close friends' experiences, any animal villager can ask you, and the attention you pay them is entirely irrelevant. I've had a couple of my particularly "close friend" neighbors ask me a few times, even though I talk to them at least 15 times a day and do everything they ask. Villagers you ignore may still want to move, but it doesn't affect the odds as far as anyone can actually tell. If your favorite villagers don't ask you, it's purely coincidental.
It's like saying "it tends to rain more when I wear blue." While that may be true for some people, it's nothing more than a coincidence.
My advice is to decline when a villager you want to keep asks you if they should move. The next day (after the day rolls over at 6 a.m.) walk around in front of your villagers. It's highly likely you'll be asked again, either by the same villager or another.
The sense that I can make of it is that after so long of having the same villagers, your town will go through a period of circulation to help keep the game fresh. A villager will move in if you have less than ten--Or else a villager will move out, and another will take its place. A lot of people want to believe they can speed it along, but there's no proof that any of these stated methods actually work, whether or not you want to believe it.
I don't think there's even a delay in how long they'll wait. I had Molly move in from camp and two days after she arrived she mentioned she was going to move somewhere else. I said, "Girl, you just got here. Settle in!" I couldn't believe it LOL
Time travel 2 days in to future then save game time travel back 2 days and walk around until one of the villagers wants to talk . Someone aways does, this is the best method to getting a villager to move out. Just repeat till you get the person you don't want out
