Maybe, but the user may have just disabled visitor messaging on their profile.

I have my preferences set so that only my friends can leave VM messages. Sometimes when I need a break, I'll temporarily turn them off so that no one can comment.

they either have their messages set on contacts only or are banned. i think you can still message someone if you're on their ignore list, but i could be wrong.
