UGGGHHHHHH WHY -campsite question!

eugene is in my campsite and i already played the rock paper scissors needed for him to move in but i lost. now everytime he starts to say that 'maybe such and such town wants me to move in blah blah blah' he says 'i kind of like where i'm living'. well he ever change his mind or will he decide to move in even if i don't win his game? i've only moved in one other villager from the campsite but i won on the first round of rock paper scissors so i really have no idea how it works.


edit: I got eugene to move in! finally! it took about 3 hours of pestering his little koala butt!

You can still move him in even if you lose! Sometimes I leave the tent and come back in and try again, with only a seashell and no bells to avoid them asking to play random games~

Takes a while if they say no but they will eventually cave.

Like others have said, you can still get him to move in! Patience is your best friend here. Kitanii's idea is really helpful, too.

Harass him till he says yes. It takes a while. Took me forever to get Julian to say yes, but they will. I recommend taking everything out of your pockets that you care about, tools and bells included and put items like your town fruit (not in a stack, individuals) or random seashells or furniture you don't want and keep asking. That way if you lose the game it's stuff you don't care about and if you win they will stay.
