Two villagers moving in at once?

Hi this is my first post on the forum and I have a quick question. I have 8 villagers right now, and if I pick a villager from a campsite, and then I pick up a villager from a friend. Would they move in at the same time?

I think one cancels out the other and only one moves in, not sure though.

if you try to ask both of them to move in, only one (last one you asked) will

i'd say ask the one from the campsite, and then get the one from your friend when the campsite one has set their plot down or is already in your town
