Two questions about villagers

Hey! I just have two quick questions about villagers moving in and out if anyone knows the answers haha.
First of all, is it true that the last villager to move into your town will not move out until another villager has moved in? And second, is there any possible way to get a villager to move back in without completing the 16-villager-cycle? I was inactive for awhile and lost possibly my two favorite villagers in town (whyyyyy) and I was wondering if there would be any way to get them back without kicking out my other villagers.

I have never had my most recent villager that moved in ping to move. If it happens, I think it's rare.

You can avoid the 16 villager cycle and get your favorite villagers back by scanning their amiibo cards. Depending on which villagers they are, you may be able to find their cards pretty cheap on eBay.

Also, if you scan in a new villager via their amiibo card and you're currently at the maximum of 10 villagers, you can select who to kick out to make room for the amiibo villager. So you could use that to your advantage to kick out the most recent move-in if you wanted to.
