Two islands no villager

Is that a thing or is it a glitch? One was a peach island and the other an apple island.

You need to have an open plot to see villagers on the islands.

if you have no open plots, or they're reserved for someone already there will be no villagers

I have a plot available but two plots are sold.

You can only invite one islander per day, even if you have open plots
