I went to my settings to turn off street pass for A/C and the option is not there, so its as if streetpass is no on for a/c, but every time I have a visitor one of their villagers move in, even if I have 9! so its making it risky for me to get my last dreamie I am waiting on. I was aware that if you had 9 villages the only way to get a new one is a camp site :/ or asking a villager to move from someones town, why is this happening to me? its really starting to annoy me.

When you visit someone else or have visitor from other towns their old villagers (I mean villagers that moved out) will sometimes move to your town :< unfortunately that is not something you can prevent from happening since it doesn't have anything to do with streetpass...
that really sucks, I know x.x I can't visit my little sister's town when I have less than 10 villagers... last time I did that Marshal moved to my (old) town... I didn't want him and he chose the worst spot ever.

yeah, exactly - picking up villagers through wifi is totally unrelated to streetpassing. If you have an open slot you don't want taken you shouldn't wifi at all OR streetpass.

I'm kind of glad I don't get streetpasses and haven't done any wifi play with anyone yet. ._.; this sounds annoying.

Yeah, what you're experiencing is unrelated to Streetpass.
If you're out and about and you want to prevent the chance of getting villagers via Streetpass, I think you might have to talk to Digby (I know if you refuse to activate Streetpass, he won't let you visit the showcase). I don't know if flipping the WiFi switch so that your WiFi is off prevents Streetpass hits.

I have this problem, as well, villagers just hop from one of my two towns to my husband's town any time they leave. It's annoying for villagers I don't want and great when I accidentally lost a few villagers.
So if I don't visit the town, I should be ok? Or should I turn off wifi on one of the towns? How long do you need to do this? Only when you're less than 10 people?

Flipping the wifi switch whilst you're out stops you from streetpassing totally if you're really worried about it. I don't know how you turn it off but it may be in the actual DS settings, not just the game settings.
But yes, when you have 9 villagers you can get a new villager through wifi OR streetpass. I've just had this happen to me. Twice.
