I just started my cycling town today, so I'm trying to get my first move-out, and I'm TTing forward 2 days each time.

do you have less than 8 villagers? You said you just started the cycle town so thats the only reason I can think of if villagers arn't moving

Thing is, you reach 8 villagers within 5-6 days. I think I've read that sometimes a villager wont move out of a new town if you haven't paid the first down payment for your house?

I have all 9 villagers in my town :/

I read that too and I quickly paid my first down payment when I started earlier, but still nothing.

You will have to go through all of the moving in dialogue with the villagers before they start moving out. Sometimes getting the citizen satisfaction helps too but you don't have to pay off your house of anything.
