Trying for a Perfect Town

I've been trying for months now to get a perfect town and the only advice Isabelle can give me is to add more PWP but the full list of PWP's I have are as follows:
Yellow Bench
Log Bench
Fairy Tale Bench x3
Drinking Fountain
Instrument Shelter
Water Well
Fountain
Climbing Frame
Park Clock
Fairy Tale Clock
Street Lamp (Soon to be demolished)
Fairy Tale Streetlight x2
Flower Arch x2
Outdoor Chair
Stone Tablet
Fence
Bus Stop
Fire Hydrant

Which is way too many I think but she just wants more.
I'm also trying to get villagers to suggest more PWP's but I don't have a wet suit in order to swim to the edge of the map for 5 minutes.
Lastly, I've had people visit my town to suggest what I could do or what I could demolish but nothing seems to work so I'm really desperate for help. :c

I think you need the campsite and cafe built for a perfect town. Once I built both, I got a perfect town and I had only about 10 PWPs.

I have both the cafe and campsite(for a while now) and I still don't have a perfect town. I have quite a few other PwPs as well, so idk what I'm doing wrong but I don't think I have 10.

So yeah, I guess 10 or more might be a perfect town, possibly including the campsite and cafe?

I agree with Red Cat. I had a lot of trouble trying to get a perfect town, but once I got the campsite and cafe, it worked for me. I also had a good number of perfect fruit trees and hybrids through out my town. Also, having items on the floor can lower the status of your town. Other than that, I think you should get it fairly quickly

I also forgot to mention I have both the Cafe and Campsite aswell. I have a lot of flowers, including a few hybrids, and more than enough trees and also nothing on the ground. :c

Maybe it could be the happiness of your villagers? Or the number of hybrids and trees?

Hmmm... If Isabelle is telling you that the town is underdeveloped, that probably means you need more PWPs, but I don't know which ones would help. I also had my police department, and the lighthouse, windmill, maybe the tower (I may have built that later though), and some campsite stuff (bonfire, log bench, camping cot, water pump, hammock, and the outdoor chair I think). I don't think I had anything else. I know some PWPs have a negative effect, but only the trash can, drilling rig, and maybe the illuminated stuff really has a harmful effect. I don't know what else to tell you.

The number of flowers and trees honestly never seemed to be a problem, it was always the number of PWP's.
I have 9 villagers right now, soon to be 8 since one of them is moving out, would having more villagers help?

I highly doubt having 9 villagers is a problem. I was able to maintain a perfect town even when I was moving villagers out to get my dreamies. I'm not sure about 8.

I had a lighthouse and wind turbine but I was told that it would be a good idea to remove the lighthouse so I got rid of that and then I thought it would be a good idea to remove the wind turbine as well.

I haven't built a wind turbine yet, so I don't know if it is really good or bad, but I've read somewhere that it is good because it is a source of "green energy". My town is perfect right now and I have the lighthouse, so that shouldn't be an issue.

If you want to, I can let you visit my town to see what a perfect town "looks like". My town is a lot more developed now than it was a few months ago when I first achieved perfect town status, so it doesn't have to have as many PWPs as it does now.

The racks of rice and the fence were put in after I got perfect town status to help me with plot resetting. The sphinx was also added afterward.

They gave me suggestions once a day, but I was very persistent with the diving trick. I can give you a pink wet suit for free if you don't mind that color.
