Here's how you play -
You will ask someone (Vaguely.) "Truth or Dare?"
Then, someone will reply saying truth or dare. They will answer the truth, or do the dare.

Example -

Truth or Dare?
Truth - What color is your right foot
Dare - PM a mod "I love you taco"

Truth - Rainbow

Truth - What color is your pig on the roof
Dare - Ask to be banned for five minutes (lol I bet Nano just did that)

And it goes on.

Dare - Ask a mod for a 0 point infraction for "Stealing a mod's bag of cheetos"
