Trouble Getting 9th Villager

I recently started a new town and have been using the "new save file" method to get my villagers. Everything was going well until the 9th spot. I was given Camofrog and Apple, which I rejected, and then nothing after that. It's been 2 days. Does this happen often? Is the 9th villager just a gamble, one you must get with your main character?
Anyone else have this problem?

The game may sometimes not give you a villager. It's only guaranteed you get a plot during each roll on day seven. It's completely normal, if you want to TT forward a day make sure to save the file when nobody's plot is down.

I was doing the same thing with my new town earlier this week. It took several days before I could reliably get someone new every time. Then when I started getting a new one each time, I probably turned down 40-50 villagers, mostly cranky, because I was looking for a certain cranky villager. I finally gave up and settled on Kabuki, who I don't really know but who is apparently popular. I am already regretting my lack of patience.

Thanks…maybe tomorrow I'll get someone. My last town was a puppy one. This time I'm just going for my favorites, popular or not
