Ok, i just picked one of these up from my police station and was wondering, before i use it, what it does? Is it different from the normal Pitfalls?

Tricky Pitfall seeds are the same as normal Pitfall seeds, except the 'buried mark' is smaller, as shown here:

Is there a lost and found inside the police station? I am trying to decide whether to build one or not. If it is a lost and found, does it take my items of the ground?

Yes.
The Lost and Found picks up items that were crushed by a building anything that was on the ground will show up. Anything PLANTED will not show up if it is crushed.
