Transferring 3DS data

So when you get a new 3DS you can swap the data/games etc from one 3DS to the other, is that correct?

If so, can it be done if you buy a 3DS from a different region? Will the digital games/saves be transferred and still compatible/playable?

I'm thinking of getting the Japanese new AC 3DS XL, but currently I have an EU XL...
