You're not coming up on towns I can visit.
I entered you as Friend and made sure you came through. And your name, the one you use for 3DS, did.
So you should close your gate first; then go back to re-check your Friends; and then it would alert you Jill has been added. (I figure it has to do with that.) That triggers the system recognizing people. Then go back and open your gate.
