Trading/Selling villagers???

Sorry if this has been asked before, or if I am asking in the wrong place, but I keep seeing this selling/trading villagers stuff and I was wondering how you even do this? Like how do I make a villager go to a certain person's town? How does this work? I tried to google it but nothing seems to be showing up.

Not sure whether there's any guide here, but don't see one in the sticky.

When one of your villagers is moving out, and is in boxes ready to move the next day, a person from another village can come over and invite this villager to his/her town.
