Also I should add a disclaimer, sometimes I have trouble connecting to certain people. I don't know how to tell who until we've tried, but while I have no issues with some people, others I just cannot connect to at all. :c So please keep that in mind if you offer.
Try this
1.From the Nintendo 3DS settings, select "Internet Settings," then "Connection Settings" and choose the connection file you currently use.
2.Choose "Change Settings."
3.Click the right arrow and select "IP Address," then choose "No" under "Auto-Obtain IP Address."
4.Select "Detailed Setup," tap into IP Address field, and type in the IP address below for your router brand. Skip down to step 5.

I can't actually do anything router related, I use the internet provided by my landlord and I have no idea where the router even is, but I did do all of that at my previous apartment and none of it worked.. :c
