So this is my map. Look at it.
I have no idea where to put my paths, police station, cafe or campsite.
I'm moving one of the bridges because I wanted a different bridge and I want it exactly in line with the town tree.
The size of paths don't really matter since I don't want to use actual paths, I plan to use bushes and flowers to create paths.
Can I have some suggestions please?
For paths just focus on the most commonly traveled paths first, i.e. your house to Re-Tail, Re-Tail to the Dock, your house to Town Hall, and so on.
I would suggest seeing if you can fit the campsite on that little stretch of land in the bottom right corner between the ocean and river.
I don't know about the police station, but the cafe would look nice in that land across the bridge from where the gyroid is now.
Maybe fit the police station in the upper far right of your town? That area seems empty. Ayeeprill has some great suggestions though, I would definitely keep the cafe and campsite in your lower half of town, it would be better use of the space and still allow you to place any other PWP's or landscaping comfortably.
For paths, I suggest that you first lay them down from your house to the more significant buildings. For example, your house to Re-Tail, Re-Tail to the town hall, etc..
I suggest that you maybe place the police station near the train tracks, or in another area where a small-ish PWP can be placed without taking up too much of your land.
I suggest that you place your cafe in that open space near the beach on the bottom portion of town, since it creates a very nice and relaxed setting.
I suggest that you place your campsite in that open space to the right on the top portion of town, since there is lots of room to build around it and it's smaller than the cafe.

I'm to use a similar path each time I go to the significant buildings like Retail and the town hall.
Unfortunately, I don't know what to do with the top right corner since I did want to put something important there but there is an annoying rock in an awkward position, but I've added extra characcter's homes a little to the left of that area.
So far I have not been given suggestions for either the cafe of police station.
