Town Hall Renovations?

Can you only achieve them by obtaining a perfect town? If so, I'll never get my perfect modern Town Hall

Yes. It's really not hard to get a perfect town in NL. Once you build the big PWPs like the lighthouse or windmill, you'll probably get a perfect town. That's what I did. I'm not sure on the specifics of getting a perfect town, except that a lot of it is PWPs.

People also seem to have an easier time getting a perfect town with the Beautiful Town ordinance. It makes it more likely for neighbors to plant flowers, makes it less likely for flowers to wilt, and takes trash out of rivers and the ocean, so there's less chance of trash ending up on the ground

I do have the Beautiful Town ordinance, so that may be why it was so easy.

Just plant more trees
Actually just do what you want to do besides putting more than ten things on the ground that aren't fruit because isabelle told me that there was a 'good balance but they wanted more pwp' and i just planted like ten trees, noticed a Jacob's ladder and I had the perfect town for whatever reason

Errr, the only problem is there is a bunch of items on the ground. Other than that, I think I could get a perfect town, but for now I can't

Why not just take all the items off the ground or store them?

Because I have ALOT of items, and my locker is full, and it takes a while to sell them at re-tail, ALONG with the items I hold regularly.

Make a second character temporarily to hold the items that are on the ground?

It can only be temporary, at least until you get the renovation/flower clock/etc. Just make sure to remove all the items from the second character's possession before deleting it, or else the items will delete along with it!

They're useless items, so they can be deleted anyways
BTW, does Bamboo count as a Tree Count?

I'm certain Bamboo Shoots count as "fruit", but actual bamboo that's fully grown I think counts as a tree. Not really sure when it comes to that. I doubt having bamboo fully grown will decrease your rating.

That reminds me, try not to have any PWPs that can decrease the town rating as well. The Drilling Rig is one, not sure about the others, though.

Aww, I actually wanted a Drilling Rig. I guess I can wait until after I get the Perfect Town, and the Golden Watering Can.

The flower arch gives loads of nature points, build a few of those and you'll have no trouble. I got my perfect town rating without Beautiful Town.
