I've deleted two towns before, because of dissatisfaction with them, I'm considering resetting again but I'm just afraid since I might completely lose the motivation to continue. My current town's layout is very barren with half of the map completely unoccupied by buildings. I'm not sure what to do

Do you have a lot of patterns and PWPs in the other half? They may be blocking plots there.
I'd say the best way to not drop the game in this situation is to keep the town and cede some control. I recently tried out more plot and villager manipulation, and it quickly made the game frustrating because I was accounting for more chaotic, long term to resolve variables than in my vanilla gameplay (and forced me to make a pattern heavy town which not everyone likes the look of). Then again, having long term goals again is motivating and if that's really what you want from it...
I don't know your stance on hacking, but I've heard of town editors breathing new life into the game for players into town design. If you get bored with a town layout or theme, you can design another one whenever!
