Basically Make a new character, then introduce the new character to the villager, and then ignore them, and the villager should move after around a weeks time.
It worked for me, so I?m pretty sure that it works, it might have been a coincidence though.

Just don't whack them with a net. Send them letters frequently with gifts they like.

There's always one stubborn villager that just. won't. leave.
I tt two days ahead, save, then tt back to the present and run around until someone pings me. It usually works. It just takes ages and ages until it's who you WANT to move. It took me over a month to get Bubbles to gtfo. She's finally moving tomorrow :'D
