Timetravel each day and run around town each day until someone pings a move. After you've got a mover, if its someone you dont want, time travel to that day and either sell or void.

Then go back 1 Year + 5 days, and load the game.

Then save & quit, and reload up. Go forward 1 year.

Then save & quit, and reload up. Go forward 5 days.

If you've done this correctly, Isabelle should say somebody is moving out "tomorrow", which means the "somebody" is in boxes. Also, a new person is in.

If you use the method GirlPolarBear suggested (which I really recommend, it's worked great for me), if you turn off Beautiful Town you get hella tons of weeds, which is great if you/others are trying to get your weeding badge. I did it for about 15 cycles and literally every square inch was covered, and now I have my silver weeding badge

Alternatively, if you have no interest in weeding, then make SURE you have Beautiful Town in effect or it'll be a nightmare.
