Tips for decorating my Town?

This is the 4th town I had in ACNL. I just didn't like the placement of my paths and time traveling around. I had a few problems with my town; Where should I place the Campsite? Where should I place the Cafe? How should I place the paths neatly like a dream town? Where do I place my other Pwps? And, what should I do with the free space in the middle of my town? Right now, my biggest problem is placing paths. I always had a problem with that in all of my towns. I need tips on decorating to make it better.

I think you should start with paths. I like to make them with flowers first. The flowers outline where my path will eventually be. This way, I can move them around real easy, in case I don't like where it's going. These flowers will eventually become bushes or trees and will outline the path, so this helps me know if a bush will be too close to the river, etc. It's a long process, but it works for me. After that's finished, then I can figure out where I want to place pwp's etc a little easier.
