Time Traveling a villager out

I could use some tips if anyone has any. I started a new town a while back because I hate the layout of my current town. I've moved all but one of the villagers I wanted from my old to my new one.

The last villager I need will not move out. I've time traveled over 2 years and they are still there. I knew I had high friendship with her (Molly) but this is getting ridiculous. I figured time traveling would get her out fairly quickly like all the others, but nope.

Is there anything I could do to make her more likely to leave?
