Thought Bubble Movement RNG - When is it determined?

I've seen in various threads that the thought bubble is supposed to move at the beginning of each day or it at least has a chance to, and that it is determined when you first exit your house at initial load up. This can allow one to "soft reset" for the villager they want to have the "I want to move" thought bubble.

I've spent the last couple of hours trying this and so far it hasn't worked. There has been no variance in which villager wanted to move between soft resets. Any non-Jambette villagers who managed to get a start-up thought bubble at the beginning of the game wanted to sell me clothes.

The "I want to move" thought bubble is gorilla glued to Jambette. (and I don't want her to move)

I started having villagers ask to move a week ago since I was due for my next move-out. Six out of those seven days the game has chosen Jambette, while one of them it chose Mac. I know move-out odds are based on villager relationships, but there's got to be another factor here. Here is my village roster, plugged into the Nook Plaza Calculator:

As one can see, there's a maximum of 23% for the game to choose Jambette as the one who wants to move, but there's no way I've rolled the same 23% result six times. Meanwhile Chief (who has the same odds) has NEVER considered moving (though I'm keeping him as well, so that's a non-issue).

Is there anything else at play here? I have no idea why the game is obsessed with making Jambette leave, and I don't want to be stuck having to get her amiibo card to bring her back and then move several houses around. Is there anything I'm missing, or is this just incredibly bad luck?

I have noticed that in another thread, the bubble kept cycling between the same three villagers for someone.
