I had this with a fair few villagers in my old town. Especially Diva - oh my god, I was DESPERATE to see her go.
 
Ozzie has been a starter villager since November 2nd and he still hasn't asked to move away yet!

Oh Diva, I had the same problem in an old town. She was determined to stay, and right on a wonderful spot on my map too!

Olaf was the first villager I kicked out. He's sooo creepy. But I still see his ugly face on Main Street all the time. :(
 
I feel ya... I can't stand tabby, she creeps me out with that smile. The best method I use to get rid of villagers is to time travel day by day until one pings. If it's not the guy you want to move, time travel six days forward and six days back. Another guy will long. Rinse and repeat till the sucker is gone.

Yes it is absolutely safe as long as you travel day by day and check all your villagers each day to make sure a dreamie doesn't want to move. After a villager you want to stay pings, do the six days forward and six back and another one will ping. I do it all the time when I need to get a villager I don't want out of my main town. For cycling I use the two years 5 days method.

hmm ive tried that, but fang just pinged to tell me something useless?

If it's something useless but you've time travelled many days already and are expecting a ping, save and quit and reload your game. If nobody pings after reloading, time travel a day forward again until somebody does a moving ping.

Wart Jr. He won't leave no matter how many times I ignore him.

Actually I'm pretty sure ignoring them doesn't do any good. You need to talk to them and increase the friendship in order for them to feel like it's time to move on, or something along those lines.

I max talk to them once or twice and they move out a lot faster, not as fast as i would like, but faster nonetheless
