normally when a villager keeps moving into the same spot ill just put a cheap pwp like a sign or lamp post in that area, i usually get my villagers plotted p fast that way 
also im not 100% sure on this but ive found that villagers usually gravitate to wherever there are houses so ill just make a new character and build their house near to where i want the plot to be, that usually speeds up the process for me idk though
