Sometimes if you have less than the maximum amount, random villagers move in. It has happened to me before.
If you have 8 or fewer villagers, villagers will move in randomly. If you have 9, then you either have to convince a camper to move in or they'll move in from someone who you've interacted with.
If you don't want villagers to move in, while you have 9, avoid using wifi with people and turn off StreetPass specifically for ACNL through the 3DS' System Settings.
