So i have been playing new leaf for a while but I have not gotten the police station yet. Is there a requirement or is it just random?

You just have to wait for a villager to request it.

There's no requirement. It's just one of the many PWPs requested by the villagers. Any villager can suggest it; it's just random. In my first town, I didn't get it for a while, but in my new town it was one of the first projects my villagers requested.

Just keep answering your villagers pings, and make sure you?re on speaking terms with all of them so they?ll ping you!

No, no requirement at all. Any villager can suggest it at any point. Make sure to answer every ping you get so it can be suggested and try to be real good friends with your villagers. I hear being good friends with them will help them to suggest things more often. I'm sure you will get it eventually, if not maybe soon.
