I just got it this morning. It's a design called "Mayor's flag" and it's a picture of Toritmer. :gyroiddance:

It's probably regional because it's supposed to honor flag day which is a USA only holiday

What can you do with it? Can you hang it up or place it on something?

yeah as far as I know you can use it as clothes,umbrella,hat,town flag,house flag,wallpaper,floor, and place it in your room on an easel.

I googled: Animal Crossing City Folk DLC items and found this:

its a website for DLC items.
if you look under the picture it say's:
"The next scheduled delivery celebrates Flag Day!"
But they didn't put a date in.
