Well if your friendship with her is very high, she'll be more likely to move.
Boycrosser has said it all, but another way is to move 3 days forward after someone moves in or out. Then 1 until someone asks to move. If you currently have 10 villagers, 3 will ask to move in a month. If 9, then two.
