The empty store or 'space' above 'Club LOL'

Does anyone know if something is scheduled to open up above Club LOL? Or does the club go through an upgrade/expansion phase? I can't seem to find anything listed in any Wiki, so I am assuming no.

The reason why I ask is because Club LOL is clearly only occupying the lower level of that building, and above, where the second (or street level) store would be (behind the Club LOL sign), it still shows faded/torn posted bills.

Will is stay like this forever? If so, I wonder why they made the exterior look like only half the building is being utilized? If nothing will be above Club LOL, I'm wondering why they didn't finish off the building and clean it up like all the others on Main Street?

The space above Club LOL serves no purpose except for decoration. I guess it's supposed to add to the "feel" of the club considering most night clubs take up a lot of space. That's just my assumption, anyway.

Maybe Nintendo wanted that 'big city' style club - kind of like the club scene here in NYC back in the day. You wouldn't know there was a huge multi-level club inside a large industrial type building unless you walked by it and heard the thumping bass. Any kind of signage was passe in those days. You just had to know where the best clubs were and try to spot a black door with a line of people walking in. Than again, this style doesn't quite fit 'Main Street' in ACNL.
