Game tries to make it so you have a minimum of 8. And yeah, Bon's right. You also need 100% approval rating. You can easily make up the difference by picking all the weeds & watering all the flowers each day. There are other things you can do to increase it, but some of them you can only do once & no longer contribute to increasing your rating.
