Lately ive had no trouble getting my dreamies but I remember having problems obtaining Jacques for my first town. I would see him be available regularly but id always somehow miss him.
It's more trouble to get the villager where you want than it is to obtain imo, then again my dreamies are lower tiered for the most part.
