well, i think it's really cute but i am a romantic at heart. since you guys play all of the time and she has new leaf as well, i think she'd react well to a new leaf asking-out-event-thing (though only you would know this).
a town revolving around it might take a looong time @__@ but it's up to you and your dedication. my suggestion would be if you made some sort of park are with the illuminated PWPs (especially the heart one) and a metal or fairy tale bench surrounded with hybrid flowers. you could take her around the shops and the cafe, then sit her down in this little area with maybe fireworks and then ask her out. (my friend told me of the 'i love you' music box, you could also gift this to her wrapped).
i'm sure there are other great ideas as well. i'll be rooting for you in your endeavor [:
i don't have many hybrids by any means, but i have loads of normal flowers if you need any.

Maybe you could name the characters something like Go, Out, With, & Me?
Or maybe put up custom signs across town that says "I like you", etc.

This sounds like a sweet and romantic idea, especially since you have Animal Crossing as a mutual interest.

Please do not make a town centred around your crush for this girl. She will be freaked out.
If you visit her town, leave her a nice note on her notice board, or send her some mail with a nice present attached, maybe something having to do with the date you've planned- if you're absolutely intent on using NL.

Maybe make something AC related to ask her out with irl? Like buy one of the acnl plushes and put it in a gift box like the ones in AC and tie a balloon to it and give her a letter telling her how much you like her with it? I dunno, just throwing out ideas.
This is the best idea i've read yet. Those little balloons are just too cute. <3 I think she would appreciate this gesture instead of a town dedicated to it. That would take entirely too long.
