Everyone has slightly different definitions of those words here I've noticed. For me, lurking only ensures that you are notified when your villager arrives in my town and when they are in boxes, but they do not guarantee you get them, they are still open to everyone to adopt. A reservation ensures that you basically claim that villager and in most cases you will get them (I'll pm you and set up a time you can get them, etc). For me, you can only reserve villagers that are in my town but you can lurk for anyone even if they haven't come to my town yet ^^. Hope that helps.
