Terrforming - 4th level?

So I see I can make a 4th level when terraforming, but when I've unlocked water editing, will I be able to put water on that level or not? What can go on that level, and can I place a slope up to it? Please and thanks

The 4th level will be inaccessible. You won't be able to climb or put anything up there.

You can make the 4th level, but you can't climb onto it. The game won't allow you : ( You might be able to make a waterfall if you hit from the side though.

Nope. From what I can tell you can’t even climb to the 4th level.

It can be used to make cliffs as walls, but it's not the best idea because presents and bugs can get stuck on it.
