New members do get more bells. You get bells for joining and bells for making so many posts after you join. After that you don't get anymore freebie bells and earn them like everyone else.

pretty sure they check for duplicate accounts so you'll get in trouble if they catch you

and yeah. If you cheat our bell system not only will your alt accounts be banned, your main account will be suspended AND you'll have all of those bells removed. We can check the transactions log to see when everyone gets bells, how many and from where/who.
